Patch for PGPS standard to be upgraded to version 1.0.19.

The patch adds the ability to turn run-time protection on or off when processing your game with Phoenix. Also, the "speed" issue has been made moot by removing some protection overkill methods that were running timers.

Open Windows Task Manager while running a game, go to yourgame.exe in the process list and watch the CPU cycles used. It won't hit above 6 at any time on my computers and is 99% of the time at 0.
